How did the R32 Nismo get it? Admittedly, my knowledge of the Show & Display eligibility rules is limited.

They were actually VINned differently from the factory (BNR32100XXX) would be my guess. Nissan could corroborate it. IIRC, the 400R was just an R33 GTR taken off the production line and modified by Nismo

R33s have always been my favorite.
